Wilbur John Carr (1870-1942) was an American diplomat. Carr )〕 ==Career== He was born in Ohio. He attended College in Kentucky. In 1892, he entered the Department of State as a clerk. He was Director of the Consular Service from 1909 to 1924. He helped establish Civil Service reform, leading to the Rogers Act. He was Assistant Secretary of State from 1924 to 1937. His papers are held at the Library of Congress.〔(【引用サイトリンク】title=Wilbur J.
